The reason for this is I went into Chapter Select and played the chapter from there - this is not the best move since the game doesn't save your progress after beating it! Instead, you have to select "New Game" or "Continue" and play until the end of Chapter 5. Then, you will unlock the archives and the Seeing Tool!
