These pin feathers are little tubes that protect new feathers as they grow. Avoid touching them until they are ready to be opened. Parrots will open pins on their body themselves. However, a bird can't reach the ones on the head and will appreciate if you open them when ready. Look for pins that are really long and stick out past the regular feathers. They will appear flaky and break pretty easily. Gently roll the pin between your fingers to flake off the outer coating to reveal the feather inside.
